AUSTIN, Texas (AP) ? Gov. Rick Perry isn?t yet saying if he plans to take part in a Republican presidential debate in California or stay in Texas to deal with wildfires that officials say destroyed more than 1,000 homes in a week.

Perry says he is ?substantially more concerned? about the people affected by the wildfires than he is about the debate planned for Wednesday.

The longest-serving governor in Texas history says he expects federal assistance with the wildfires and expressed frustration that firefighting assets at Fort Hood are not already in use.

Perry interrupted campaigning in South Carolina and returned to Texas on Monday. He took an aerial tour early Tuesday of one of the areas destroyed by the wildfires.

So you just picked up the latest Android superphone of the week, with a shiny 4-plus-inch display and a hardware keyboard (or the "killer feature" of your choice). And since it's how most people get their smartphones, you probably bought it on a two-year contract.

How long will it be before you find yourself itching to upgrade, and what's going to make you finally do it?

Killer new hardware features

This one's unlikely in the near term. After an initial rush of innovation, smartphone design now seems to be mostly about bigger screens and more powerful processors. There are a couple of up-and-coming features, though: 3D screens (and cameras) and NFC.

3D screens are self-explanatory. So far they've been seen on only a handful of smartphones, including the HTC Evo 3D. The reason for that, though, seems to be because they haven't caught on. Even Nintendo has lowered the prices for its 3D game console. LG appears to be pushing the 3D gaming potential of its handsets, but so far there hasn't been a huge rush to buy them.

NFC, or Near-Field Communications, is a technology sort of like Wi-Fi that'll let you wave your phone at a sensor to buy things. The technology currently exists in the Nexus S, in the form of Google Wallet, and is already in widespread use in Japan. Until it catches on, though, at least in the place that you live, it won't really be a killer feature.

Operating system upgrades

These give your phone completely new features, like graphical overhauls or the ability to store apps on its microSD card. But they come along once in a blue moon for most smartphones, even though Google's constantly working on Android. This is ostensibly because the carriers and manufacturers have to play catch up and get it working on their hardware, but it has the pleasant (for them) side effect that upgrades mostly become reasons to buy new handsets, instead of extra features added on to old ones.

New apps that don't work

This is the biggest reason why OS upgrades you don't get and new hardware you don't buy leave you behind: Apps start to require them.

If you still have a smartphone that uses an older version of Android, like "Cupcake," it won't be able to run a lot of today's apps. And my HTC Aria, that I bought last year, isn't able to run the best 3D Android games today because of its low-powered hardware.

The Upshot

So how long will your Android phone last you? That partly depends on how often you go looking for new apps, and partly on how much you like it. I'm very attached to my Aria, so I don't mind that it can't run some of the new games and apps coming out. If my phone was my main gaming device, though, I'd probably want to get a new one soon.

If you don't mind not being able to run the latest apps, and you're still happy with your Android smartphone, there's no reason to rush to upgrade -- whether it's six months or three years old.

New Orleans' post-Katrina flood defenses pass big test (Reuters)

NEW ORLEANS (Reuters) ? New post-Katrina flood protection systems in New Orleans and surrounding areas were performing "very well" Sunday, in what officials said was the first true test since the devastating 2005 hurricane.

Heavy rains and tidal surges from Tropical Storm Lee gave the Army Corps of Engineers a chance to test the full capabilities of crucial new pieces of the system rebuilt after tidal surges during Hurricane Katrina broke through floodwalls along two canals, with catastrophic results.

The Corps closed a massive flood gate and activated an associated pumping system at the London Avenue Canal on Lake Pontchartrain late Friday afternoon.

The London Avenue Canal is one of three outflow canals that move rainwater runoff out of the city and into the lake. As soon as rain begins to accumulate, the New Orleans Sewerage & Water Board activates pumps that push the water outward.

But when tidal surge from the Gulf of Mexico pushes up the lake water level, the surge can force lake water into the canals, which is what happened after Hurricane Katrina.

During that storm, the force of the water into the canals from the lake was so strong that it broke the floodwalls.

The Corps spent billions of dollars rebuilding floodwalls and installing massive flood gates and pumping systems at the London Avenue, Orleans Avenue and 17th Street canals.

Chris Accardo, chief of the operations division in the Corps' New Orleans district, said the London Avenue floodgate was lowered to block the lake surge on Friday when the lake reached a "trigger" level of 2.5 feet and rising.

The new pumps were then activated to move water from the canal through pipes, around the floodgates and into the lake.

"We ran all 20 pumps at one time at 100 percent," Accardo said.

The downpours of Saturday morning combined with the tidal surge pushed the structure to its full capacity, moving 5,200 cubic feet of water per second.

"It was the first time we had a chance to do that. This tropical storm tested our pumping ability at London more than any of the previous hurricanes" since Katrina, Accardo said.

On Saturday, the Corps also closed a massive new floodgate and activated pumps on the Harvey Canal, a wide industrial canal that links into the Mississippi River on the river's West Bank in Jefferson Parish.

Accardo said that structure also operated well.

"It takes a great deal of communication and coordination with Jefferson Parish, the Sewerage & Water Board and the Mayor to do all this, and it's much more of a partnership today than it was before Katrina," he said. "Today, everybody is watching everybody else's back."

As to when the Corps will sound the "all clear" and reopen the flood gates, Accardo couldn't say for sure.

"I'm thinking it will be sometime between Monday and Wednesday," he said.
